1 Corinthians 7:36-37
But if any man think that he behaveth himself uncomely toward his virgin, if she pass the flower of her age, and need so require, let him do what he will, he sinneth not: let them marry. 37Nevertheless he that standeth stedfast in his heart, having no necessity, but hath power over his own will, and hath so decreed in his heart that he will keep his virgin, doeth well.

We only have to look at Joseph and Mary for an example of this. They were espoused/betrothed, legally; Mary was Joseph’s wife in all ways except sexual relations. They could have remained that way for as long as they liked. Marriage can be consummated or not consummated.
Matthew 1:18-19 Now the birth of Jesus Christ was on this wise: When as his mother Mary was espoused to Joseph, before they came together, she was found with child of the Holy Ghost. 19Then Joseph her husband, being a just man, and not willing to make her a publick example, was minded to put her away privily.
Deuteronomy 22:23-24 If a damsel that is a virgin be betrothed unto an husband, and a man find her in the city, and lie with her; 24Then ye shall bring them both out unto the gate of that city, and ye shall stone them with stones that they die; the damsel, because she cried not, being in the city; and the man, because he hath humbled his neighbour’s wife: so thou shalt put away evil from among you.
When a woman says “Yes”, the marriage begins. You are a couple, even if the consummation is years away. Neither has any right to give themselves to another.
